The FIA statement in full as Mercedes and Pirelli are summoned to appear before the International Tribunal.

'The Monaco Grand Prix Stewards raised in their report to the FIA an issue concerning a tyre testing session carried out by Pirelli with the participation of Team Mercedes AMG Petronas F1 in Barcelona on 15-17 May 2013[1].

'The FIA requested clarifications from Pirelli and Team Mercedes AMG Petronas F1 in this respect.

'The FIA also asked questions to Scuderia Ferrari Team, which took part in a tyre testing with Pirelli in Barcelona on 23-24 April 2013.

'The FIA requested all the other F1 Teams to provide the FIA with information they may have regarding any tests carried out by Pirelli during the 2013 season.

'In the light of all the replies received and in view of the information gathered during this inquiry, the President of the FIA, acting as the FIA prosecuting body, has decided:

'To close the case as regard to Scuderia Ferrari Team considering that its participation in a tyre testing organized by Pirelli in Barcelona on 23-24 April 2013 using for this purpose a 2011 car is not deemed to contravene the applicable FIA rules.

'To bring the case concerning the tyre testing session carried out by Pirelli and Team Mercedes AMG Petronas F1 in Barcelona on 15-17 May 2013 before the FIA International Tribunal because it results from the inquiry that the conditions of this testing may constitute a breach of the applicable FIA rules.

'The FIA International Tribunal is called upon to make a decision in compliance with the FIA Judicial and Disciplinary Rules.

Bile su se pojavile priče kako bi dogodine Allison trebao postati članom Red Bulla te preuzeti Neweyevu finkciju kad ovaj na kraju 2014. ode u mirovinu. No, RB je to opovrgnuo:
Red Bull deny Allison joins team

Red Bull Racing have recently denied that former Lotus team member James Allison is set to join the British team. Reports earlier this week speculated about his move to Milton Keynes to replace Adrian Newey.

The team was quick to deny the reports by plainly saying they have not signed the Lotus' former and well respected technical director.

"I can confirm that James is not coming to Red Bull Racing," a spokesperson told Crash.

With Allison now seemingly not moving to Red Bull, the most obvious choice still appears to be Ferrari, a rumour that has not been denied by the Italian team, yet.

Nachdem der ursprünglich für das kommenden Wochenende geplante Formel-1-Grand-Prix in New Jersey wegen Verzögerungen beim Bau der Rennstrecke in diesem Jahr abgesagt worden war, soll das Rennen vor der Skyline von Manhattan nun im kommenden Jahr über die Bühne gehen. Das bestätigte Organisator Leo Hindery in einem Interview. "Wir werden irgendwann im Juni 2014 fahren. Wann genau, werden Bernie Ecclestone und NBC Sports mir sagen", wird Hindery von 'nj.com' zitiert. Nach Aussage des US-Amerikaners wurde ein Vertrag über 15 Jahre abgeschlossen.

In-season testing will return to Formula 1 next year, after teams approved plans for four post-race sessions in 2014. - u igri su Barcelona, Silverstone, Hungaroring i Spa. Testiralo bi se utorak i srijeda nakon trke.

Nista od novih guma Silverstone-u

Pirelli-Motorsport-Direktor Paul Hembery betont: "Wir werden mit den neuen Reifen nicht im Rennen fahren, weil wir hier in Kanada nicht die Chance bekommen haben, sie hier zu testen."
Razlog: Nisu ih imali prilike testirati u Kanadi.

Pirelli retains current tyres for Silverstone

Pirelli has announced the slick P Zero compounds that will be taken to the next three grands prix in Great Britain, Germany and Hungary. The company also decided the tyre construction will remain unchanged, contrary to Pirelli’s initial plans.

This decision is due to the fact that the new tyres, which were brought to the Friday free practice sessions in Canada, could not be tested sufficiently due to rain – and that the teams failed to agree unanimously about introducing the changes. Instead a change in the tyre production process should now ensure that the delamination issue has been addressed.

At the British Grand Prix the P Zero Orange hard and P Zero White medium tyres have been nominated: the two hardest tyres in Pirelli’s range.

In Germany the P Zero White medium and P Zero Yellow soft have been selected. The Nürburgring is a circuit with varied speeds and corners, plus heavy braking areas. The tarmac roughness is very low, so plenty of mechanical grip from the tyres is required. Combined with the often very variable weather conditions.

For Hungary Pirelli will bring the P Zero Orange hard and P Zero White medium compounds. Hungary is the slowest permanent track on the calendar but it still places a lot of demands on the tyres due to its twisty layout, which means that the tyres move around much more than on a fast and flowing track. This combined with often high ambient temperatures require the hardest tyres of the race, given that this year’s compounds are softer than last year’s range across the board.

The rules stipulate that under normal circumstances each team will receive six sets of the harder compound and five sets of the softer compound for the race weekend. Pirelli will also bring its Cinturato Green intermediate tyre for damp track conditions (four sets per driver) as well as the Cinturato Blue rain tyre (three sets per driver) to each race.

Lotus se buni protiv guma za Hungaroring, nema smisla da staza kao u Hungaroringu ima gume kao i brze staze poput bahraina i silverstonea.

Lotus trackside operations director Alan Permane has criticised Pirelli for being "too conservative" with its tyre compounds for the next three races.

Pirelli will supply the medium and hard compound tyres - the hardest selection available - for both the British and Hungarian grands prix. That's despite the soft tyre being paired with the hard at Silverstone last year, and the medium and soft compounds at the Hungaroring.

Although Pirelli's tyre compounds are softer across the range this year, Permane says Pirelli's choice for Hungary especially is wrong.

"It's unusual to take the same tyres to Hungary as to Bahrain and Silverstone," Permane told the BBC. "We didn't have those tyres last year. We had medium and soft last year and people did two stops. So it absolutely doesn't make sense - they're too hard for that track."

Permane added that Pirelli appeared to be going against its own stated aims by being so conservative, saying it still impacts on the championship in one way or another.

"They went softer to try to encourage more pit stops. There's no point in them going softer with the tyres if they're just going to take different harder tyres everywhere. This is exactly what they did in the last few races of last year. They brought harder and harder tyres and we just ended up doing one stop.

"And last year they said they didn't want to interfere in the championship so they took conservative tyres, but I never really understood what that meant."

Murrayu Walkeru dijagnosticiran rak

Legendary Formula 1 commentator Murray Walker has been diagnosed with cancer.
The 89-year-old said he had a form of lymphatic system cancer, which was diagnosed during tests after a fall in which he broke his pelvis last month.
"They've caught it incredibly early. It's treatable, the doctors say my condition is mild and I'm very hopeful," Walker said.
Walker is to have a programme of chemotherapy over the next few months in an attempt to cure the disease.

He has cancelled his plans to attend the British Grand Prix over the weekend of 28-30 June.
BBC F1 editor Mark Wilkin said: "I spoke with Murray this afternoon and it's good to hear he's in good spirits. Our thoughts are with him and we're all really hopeful he can make a full recovery."
Walker has become synonymous with F1 over more than 30 years of commentary, first with the BBC and then with ITV.
He retired from full-time commentary after the 2001 US Grand Prix but has continued to work in F1, where he is regarded with great affection and admiration.
Since the BBC regained the rights to the sport at the start of the 2009 season, he has been involved in a series of features on the BBC Sport website.
These have included Classic F1, F1's greatest drivers and, this year, Murray's Memories.
As a broadcaster, he is famous for his high-energy commentary style and his propensity to mis-speak in an amusing manner - his catchphrase is: "Unless I am very mistaken… and yes, I am very much mistaken."
As a result, Walker has been a regular feature in Private Eye's "Colemanballs" column and is the subject of a number of websites that have collected his most famous sayings.

Overview of Tribunal hearing on tyre testing

The International Tribunal today held a hearing in Paris concerning the alleged breach of the sporting regulations by Mercedes AMG F1 and Pirelli. While there is no decision yet, the defendants fought hard to make sure they limit the damage as much as possible.

The problem is of course the 1000km tyre test that Mercedes and Pirelli held days after the Spanish Grand Prix, at the same Circuit de Catalunya. Both Nico Rosberg and Lewis Hamilton were behind the wheel of the 2013 Mercedes F1W04 to test a number of unmarked Pirelli tyres which the company says were all aimed at 2014 development.

When the news leaked to other teams at the Monaco GP, many were annoyed, leading to Red Bull Racing and Ferrari filing an official complaint about the testing on the grounds of it being a breach of the sporting regulations, as those forbid any kind of in season testing. The FIA immediately started a few interviews and soon wrote a public letter, noting that the test was indeed a likely breach of the regulations.

What followed was the summoning of Ferrari to explain what they did earlier in the year at the same circuit. They were soon given the all clear as the team ran its 2011 F1 car. Pirelli subsequently also released a lengthy statement explaining why it needs to test, why Mercedes was invited and how it thought of the situation. Additionally, a leaked document later also revealed that Mercedes had breached a gentlemen's agreement among F1 teams.

Today's hearing allowed the FIA to state its claims, followed by defenses from Mercedes and Pirelli.

FIA arguments
First off was the FIA who were allowed to argument why they feel the test is in breach of the sporting regulations. The first point made by their lawyer, Mark Howard indicates that the FIA believes they did not approve the test and Mercedes did not receive explicit permission to stage the test. Furthermore, Charlie Whiting said in 'informal communications' via phone with Ross Brawn that such a test would be permissible if all teams were informed and given an equal opportunity to test. The governing body maintains that permissible conditions in which the test could take place were not met.

Mercedes fights back
The Mercedes F1 Team's defence was mainly trying to make the distinction that the test was actually a Pirelli test, rather than one conducted by the Fomula One team. By this, they rely on article 22 of F1's Sporting regulations, which states:

Track testing shall be considered any track running time not part of an Event undertaken by a competitor entered in the Championship, using cars which conform substantially with the current Formula One Technical Regulations in addition to those from the previous or subsequent year. The only exception is that each competitor is permitted up to eight promotional events, carried out using tyres provided specifically for this purpose by the appointed supplier, to a maximum distance of 100kms per event.

The main culprit here is the wording 'undertaken by'. The test in essence was done by the team, but Pirelli was in charge of organising and running the test and specifying what track action took place and what tyres were being used. They in effect were governing the telemetry and even though Ross Brawn confirmed Mercedes had access to the data that was coming back from the car that was only to ensure the safety of the car during the test. The claim of not having learned anything from that test was challenged however by the FIA's lawyer upon which Ross Brawn agreed that the team did gain some knowledge from the test.

A second point the team made was that it cannot be found in breach of Article 151c alone, as Ferrari would be guilty as well. The team states that even though Ferrari ran a 2011 car, such a car is not 'substantially different' from a 2013 car. Mercedes also claim that whereas they only tested tyres during their Barcelona test, Ferrari tested other components.

Thirdly, the team claims they didn't need to check if a test was permissible but 'cautious' Ross Brawn did anyway. On behalf of the team, Paul Harris explained what emails had gone on between Mercedes and the FIA. In essence, Mercedes made the request to Charlie Whiting, who according to Ross Brawn is 'the reference point on all matters concerning the Sporting Regulations, to run the 2013 car.
Whiting was unsure and consulted the FIA's legal team about the matter, expressing his own view as 'such testing could not be undertaken by a current competitor, and if allowed could be argued to be a Pirelli test, putting the FIA in a difficult position'.
Sebastian Barnard, the FIA's legal advisor responded to Whiting, noting the the FIA could indeed take such stance as it would be considered to be done by Pirelli, the current F1 tyre supplier.

Finally, the team also mentioned the repeated Pirelli tyres failures in the first races of the season and worries from drivers about safety.

Pirelli trying to stay out of it
Pirelli immediately set the tone at the beginning of their statement, saying that "we do not come under the jurisdiction or authority of the FIA". The company's lawyer, Dominique Dumas, also cites the 2009 FIA case against former Renault boss Flavio Briatore as proof the FIA can't take action against third parties/non-licence holders.

Pirelli also stresses that there are no restrictions in Pirelli's agreement with the FIA about what car can be used for its permitted tests.

The FIA's lawyer however countered by claiming that Pirelli's submissions are 'confused and miss the point'. They say that Pirelli's contract is subject to the Sporting Regulations and therefore cannot be left out of this court case. The governing body states that a tyre test is quite a different matter when it involves a current competitor. This, according to the FIA, makes it an in-season test, which is clearly banned.

Outcome
The hearing took somewhat longer than many expected. Starting at 9:30 it lasted nearly 7 hours in total. At the end, it was stated that a decision would be made public on Friday.
